Most companies combine these two (like YellowPages) and declare you will receive so many clicks and impressions for a certain category. For instance, if you pay a monthly fee, these services guarantee 1000 clicks for say, $200 per month. In effect this can be achieved very easily. Just the word CARS or DEALERSHIP alone will generate 1000s of clicks and impressions but it will not give you leads that generate into a sale.
Be leery of companies who guarantee a certain number of clicks per month. Clicks to your website are meaningless if someone hits your website, doesn’t find what they want and immediately leaves. Many SEO companies will provide a compelling story on their website as to why they are the best but the truth is the effort and cost to setup an effective campaign is all the same. If they have to do this work with local talent paying $25-$35 per hour then you will get a less effective program. The worst part is you will have no way of checking it even. For example, for an average of $600/month you will get 15 hrs of organic related posting, where for the same $600/month we offer 50 hrs of posting. The advantage is clear.
Most companies focus on the organic and offer no guarantees. Similar to any printed media you can publish what you wish but it does not mean anyone will call you.
